Blanca Alcalá Ruiz is a Mexican politician. From 2008 to 2011, she served as the mayor of Puebla, the capital city of the State of Puebla in Mexico.
She earned an International Relations degree from the Universidad de las Américas in Puebla, Mexico. And a Masters degree on Public Management from the Instituto de Administración Pública del Estado de Veracruz, in Veracruz , Mexico. [1]
Alcalá is a member of the Institutional Revolutionary Party (PRI) who has occupied several positions in her party including president of the PRI of the City of Puebla. In 2007 she successfully ran for mayor of Puebla as the PRI-PVEM coalition candidate. She was the first female municipal president of Puebla.
